Anyone who contacts a service provider and then follows up by attending another entrepreneurial event or meeting (These candidates are considered further along in the entrepreneurial system and, therefore, have a greater probability of success.)

The number of qualified inquiries tracks people who initially contacted a service provider about entrepreneurship in the county and who then follow up by attending Caffeinated Ideas, an open house, or another event that was recommended to them, or schedules a meeting with an appropriate organization like SCORE, Braintree, or SBDC.

Qualified inquiries come from higher-quality entrepreneurial candidates, as they are further along in the entrepreneurial process. As such, they are worth tracking independent of individuals who initially contact a service provider about entrepreneurship and then drop out of the system.

Green: At or above annual target goal (as measured on an annual basis)
Yellow: One to five qualified inquiries fewer vs. annual target goal (as measured on an annual basis)
Red: Five or more qualified inquiries fewer vs. annual target goal (as measured on an annual basis)

In order to determine the benchmark color for an annual target, a newly reported quarterly number is annualized and compared to the annual target. For example, if inquiries in 1Q=10 and 2Q=15, the annualized number would be (10+15)x2=50.
